During the Glasnost period just before independence two Swedish consultants got the opportunity to study the total industrial structure of the Baltic States, to find out if there was economic potential enough to manage under independent political conditions. Among the surprising findings are the fact that the Baltic States were net suppliers to the Soviet economy, not vice versa which was the conventional wisdom so far.

In the second half of the 90's The Swedish public investigation, SAU, and the World Bank had  made two separate investigations of the poverty situation in Guinea Bissau. Central authorities in Bissau as well as the Swedish Embassy did not recognise the picture of the country given in these investigations. Therefore Swedegroup got the assignment together with a group of domestic specialists to make an extended investigation, where the earlier macro-economic and socio-economic analysises were supplemented  with an integrated approach of poverty, also including sociological and anthropological perspectives. The combined field study and register analysis presented some new understanding of the situation, and some of the recommendations that followed contradicted earlier suggestions for macroeconomic policy.

The opinions on structural development of the development of the consultant market in Sweden differs largely between various authorities and mass media in Sweden. There is needed reliable statistics on gender composition, which are the new sectors to come, what is the gross turnover in the branch etc. The investigation by Swedegroup showed that there do not exist any authoritative definition, not even at the National Statistical Bureau, on what shall be meant with the profession "consultant". Based on interviews and contact with the largest institutions connected to consultancy, a definition which should be widely accepted was made. The empirical investigation following this concept showed some unexpected results; The data-related consultancy was not as large as expected, and a "hidden" sector of profitable consultancy dominated by women was found in the medical sector, just to mention a few facts.

The evaluation model differentiates between "processes" and "structures". Several interesting projects were found, and many innovations were demonstrated in these. The study, however, found that the weak points in the process were the starting points when organising partnerships, and the end points, managing the projects. The steps in between, including formulation of projects, decision making and implementation worked rather well. The structure showed its largest weakness in the lack of task management potential, which became a bottleneck for efficient use of available resources including the European support capital.

The study shows that the "big dragons" from the Swedish consultant firms who succeeded in early establishment in Thailand took off with international cooperation transferring Swedish experiences in areas that were relevant for Thailand's problems at that time. Several examples, however, showed that the initial quality of the work was not the very best. After some ten years the same consultant firms were still dominating the scene. By then they had learnt how to do a good job, but the problem approach was not as relevant any longer. The study makes a hypothetical recommendation: Contract financed international cooperation is not programmed the same way as conventional international cooperation is. In this case it might have been better to use several smaller and more flexible consultant organisations to be able to react early on positive as well as not so positive signals from the field.

The ENTRE project, financially supported by the EU programme Recite II, has accomplished development work on entrepreneurship in Finland, Sweden, Germany and Greece. The Swedish project took place in Wermland, and was supported by the County Administrative Board, the County Labour Board, the University of Karlstad and the municipalities of Forshaga and Hagfors. A part of the Swedish project is presented in this report.

This is a final report from the EU-financed project mentioned above on entrepreneurship development, with focus at  the project management technique used by the Wermland projects. The report tries to point out two basic differences between conventional wisdom and the innovative methods used in Wermland. First comes the discussion of the concepts. What is the most fruitful definition of an entrepreneur? Second comes the empirical approach. Experts have trained mentors who support potential entrepreneurs in their own real projects.

This is a report on  transfer of knowledge. The study has been made in a participatory approach by part of taking part in a practical project on improvement of business relations. The business model has been studied from three perspectives. The first is the perspective of  central development and production. The second is the local perspective and the third concerns the general attitudes to this way of managing the business. The study is made on site at Ericsson CEC in Santiago, Chile, within the framework of the introduction of  Ericsson's customer relations model "Core three". By using Ericsson's intranet it has been possible to compare the Chilean experiences with business documents from several Ericsson companies in other parts of the world.
